“Little” indicates an insufficient amount which was why the soup could not be prepared. Option (B) is used with uncountable nouns, not oil. While (C) and (D) suggest enough oil which is contradictory.

“Ample” means more than enough. Option (B) does not indicate amount and while (C) opposes the idea of enough time, (D) is grammatically incorrect.

“The reading public” refers to the portion of the public that reads. (B) would only be correct without “public”.
